The 20-day clock starts at residency, not arrival
California Vehicle Code Section 4152.5 requires new residents to register within 20 days of establishing residency. Residency triggers: accepting California employment, enrolling children in California school, filing for homeowner property tax exemption, registering to vote, or renting/buying a primary residence.
The 20-day window is shorter than most states. Texas gives 30 days, Arizona allows registration upon establishing residency, and Oregon requires 30 days. Drivers from these origin states should plan ahead.
How the Vehicle License Fee actually works
The VLF is the biggest single line item on a California registration. Formula: 0.65% of vehicle's depreciated value, where depreciation follows an 11-year schedule based on original MSRP.

The use tax exemption everyone should check
California charges use tax on out-of-state vehicles, calculated at the buyer's local sales tax rate (7.25-10.75%). On a $30,000 vehicle that's $2,175-$3,225.
The exemption: vehicles owned and registered in another state for 12+ months before the California move are not subject to use tax. Drivers from Oregon (no sales tax) are most exposed because they paid nothing on purchase and now owe full California use tax if they moved within the first year.
The exemption is claimed on form BOE-447, submitted with registration. The DMV will not volunteer it; must be requested with supporting paperwork.
Smog inspection rules
California requires a smog certificate for most gasoline vehicles being titled in the state.
