About the EV surcharge
41 states + DC charge an annual registration surcharge on battery-electric vehicles in 2026, with fees ranging from $50 (Hawaii, South Dakota) to $290 (New Jersey). The median is $138.50. Eight states have no surcharge: Alaska, Arizona, Connecticut, Maine, Massachusetts, Nevada, New Mexico, and New York.
The fees replace gas tax revenue lost from EV adoption. Tax Foundation analysis suggests these surcharges are roughly equivalent to what an average ICE driver pays in state gas tax over 12 months, though Atlas EV Hub argues fees above $200 begin to function as a deterrent rather than a fair replacement.
